Rep. Kuhn supports plan to limit cell phone usage in classrooms

State Rep. Tom Kuhn (R-Troy) today backed a bipartisan measure aimed at reducing classroom distractions caused by cell phones and promoting a more focused learning environment. The plan gives local school districts the authority to implement policies that address phone use in a way that best suits their students and communities.

“Students today face more distractions than ever, and classroom focus is crucial for learning,” said Kuhn. “This bill provides schools the tools they need to strike the right balance between technology and education.”

Schools would be required to restrict cell phone use during instructional time, while retaining flexibility to enforce additional limits as appropriate. Options for local districts include allowing phones on students’ person, requiring storage in lockers, or managing usage by classroom.

“The intent isn’t to take phones away from students entirely, but to make sure they’re used in ways that enhance learning rather than interrupt it,” said Kuhn. “By setting clear guidelines, we can help students stay focused in class while still giving them access to technology when needed.”

The bill also outlines exemptions for medically necessary devices, district-issued devices, devices used for academic purposes or classroom assignments at the teacher’s discretion, and devices supporting special education programs, IEPs, or 504 Plans. Emergency use is also permitted as long as it does not interfere with safety protocols or endanger anyone on campus.

The bill now advances to the Michigan Senate for further consideration.
